I am a new user of Teams and using the free version on my desktop. I am unable to make a test call as the option does not appear on my screen. I'm loading up my screen under devices and the answer someone gave another person some time ago. My question is where did the test call go?

You can go to the Calendar page, and click the Meet Now on the upper right section of the screen and start a meeting with yourself, and then go from there. See the screenshot below.

It seems absolutely bizarre that Microsoft wouldn't add the option to test one's audio and video through a simple test interface like Zoom has had for, oh I don't know, half a decade. Even more goofy is that their "solution," which is to make a test call, has to happen with a) the paid version and b) outside of an actual meeting.

The test call option is not available with Teams Free personal account. This feature is only available with a Business account.
However, you can make use of the "Echo/Sound Test Service" bot. You should just search for "Echo/Sound Test Service" in the Teams search bar and add this bot to your contacts. With this bot you can test both video and audio calls.

The bot doesn't accept calls and fails. It says start a chat with it first, which I've already done. I have no way to add it to my contacts. Bit of a bummer there is no way to test settings in Teams without a business account.
I found a way around this by inviting the bot to a meeting instead of using Voice/Video call. Once in the meeting I was able to test camera and microphone.

Just go to Calendar and click Meet Now in the top right. You can have a call with yourself only to test / adjust your camera and background.
