Cannot download Teams meeting transcripts when I am not the meeting organizer

I often encounter this problem - that I can't download a transcript from an outlook meeting with one of my staff because i did not set the meeting. As CEO and business owner I should not have to ask permission. How can I change the settings so I can always download Teams meeting transcripts, even when I’m not the meeting organizer?
