The message "You're not eligible for an Azure free account" is a generic eligibility error and isn't necessarily related to country blocking.
Based on the documented behavior, this error typically occurs when:
- The account already had an Azure subscription
- The Azure Terms of Use limit the free trial to users who are new to Azure.
- If there was any Azure subscription in the past with the same Microsoft account, a new free trial can't be activated.
- In that case, the only option is to sign up for a pay-as-you-go subscription instead of a free trial.
- Profile or card information doesn't meet eligibility checks
- The information in the Azure account profile (contact email, street address, phone number) must be correct and consistent.
- The credit card information must be correct and must match the bank's billing address records.
- If there is another Microsoft account using the same details, that can also cause eligibility issues.
To troubleshoot:
- Verify Microsoft account details
- Sign in to the Microsoft account center and check that billing and shipping details are complete and valid.
- Ensure the billing address for the card matches exactly what the bank has on file.
- Check for prior Azure subscriptions
- If any Azure subscription was created previously with this Microsoft account, the free trial won't be available again.
- In that case, consider using a pay-as-you-go subscription instead of the free trial.
- Try a different browser/session
- If everything looks correct, try signing up again using a different browser or an InPrivate/Incognito session.
The documentation does not state that Vietnam is blocked; the error is more likely due to prior usage or profile/card validation rather than country blocking.
