Today, the copy activities using the CDS connection have been stuck in the queue for a long time. Previously, these activities used to complete within minutes, but today they have been in the queue state for 3–4 hours.

This behavior was due to a transient issue in the region, which caused some ADF copy activities (especially CDS connections) to remain in the queued state for longer than expected. The issue has since been mitigated, and pipeline executions should now be proceeding normally.
As part of ongoing improvements, the engineering team is continuously enhancing detection and recovery mechanisms to better identify and resolve such situations proactively.

I think a short test‑copy and an Azure Service Health check are the user steps when a CDS copy stays Queued, and sending the run IDs to Azure support is the next step.

ADF region: West US 2
We are currently using Integration Runtime without Managed Virtual Network. Recently we changed Integration Runtime for all the pipelines. Previously IR was with Managed Virtual Network now we changed it to without Managed Virtual Network.IR region is Auto Resolve. We updated 10 days back. Only today we are facing this issue.
Only few pipelines we are facing this issue.
