Microsoft for startup

I tried to Signup for Microsoft for startup program. After creating an outlook account I have been asked to verify my linkedin to unlock $1000 credits which I did and then I was redirected to Azure Signup page during the signup process I got an error You're not eligible for an Azure account so I created support ticket which returned Good news, we’ve resolved the issue and removed the block on the account.

So now when I am trying to complete my signup process my Azure portal shows This account can't be used for Microsoft for Startups credits Sign in with an eligible Microsoft account to access this offer.

I did not created any account in past.

I did not apply for Microsoft for startup in past.

And I just created my outlook account for Microsoft for startup
