Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.
Hi @Farid Ahmed
Thank you for reaching us regarding the issue that Microsoft for Startups credits are tied to specific eligibility rules and activation flow, and eligibility can fail if your Microsoft account doesn’t meet the “new Azure customer” requirement or if the account/account type can’t be used for the offer.
Why you’re seeing “This account can't be used for Microsoft for Startups credits”
From the docs, there are two different startup credit programs:
Azure for Startups ($1K–$5K) To qualify, you must be a new Azure customer with no prior Azure account, and you must sign up/sign in using a valid personal Microsoft Account (MSA).
Microsoft for Startups Investor Offer (formerly Founders Hub) ($100K, with potential to earn more) This is a separate program where accepted startups are assigned a level and receive credits accordingly. Credits are provided through the Startups portal flow.
Your symptoms strongly suggest your current Microsoft account is being flagged as not eligible for the specific offer flow, which can happen when eligibility checks detect prior Azure-related activity or other account-related constraints.
“0 subscriptions in Azure portal” doesn’t necessarily mean “new Azure customer”
The Azure for Startups eligibility explicitly requires no prior Azure account. The doc doesn’t define whether that’s strictly “no active subscriptions” vs. “no prior Azure account creation/engagement.” So even if you see 0 subscriptions right now, the account could still have an existing Azure account history that fails the “new Azure customer” check.
What steps are required to become eligible:
From the docs, the recommended path is to ensure you go through the correct program’s activation steps:
If you’re applying for Microsoft for Startups Investor Offer (Founders Hub)
- Apply via: Microsoft for Startups Investor Offer signup.
- After signing in to the Startups portal, redeem your Investor Referral Code (if you have one).
- Ensure you use the Azure subscription email when redeeming credits.
- Credits require activation/redeeming in the Startups portal process.
The docs also note an account-level nature: benefits are applied on an account level and can’t be shared or merged with multiple accounts (unless support handles it via a ticket).
If you intended to use Azure for Startups ($1K starter credits)
You must be:
- A new Azure customer with no prior Azure account
- Using a personal Microsoft Account (MSA)
- In an available country/region for the offer
The activation flow (Azure portal) will then create the Azure account structure used to redeem the starter credits.
About your question: “Is my Microsoft account linked to previous trials/subscriptions/applications?”
The docs you provided don’t include a direct way to self-check “prior Azure account” linkage from the public side, but the observed behavior (“can’t be used for Microsoft for Startups credits” + “account creation blocked for unusual activity”) is consistent with Microsoft applying eligibility/risk rules at the account level.
Account creation blocked: “We have detected some unusual activity…”
The docs provided don’t explain the “unusual activity” block mechanism. However, it’s consistent with Microsoft preventing new account creation until the identity/risk checks pass. If the Startups portal continues to reject your account, support will likely need to review the account eligibility status.
