Microsoft for Startups Credits Eligibility Issue - Azure Account Has No Subscriptions

Hello,

I am trying to apply for Microsoft for Startups Founders Hub for my startup, Shop4U. (https://shop4u.bd/)

Microsoft account email: ******@gmail.com, Country: Bangladesh

My Microsoft account was successfully verified with:

  • LinkedIn profile

Payment card (a $1 authorization was placed and later reversed)

I can sign in to Azure Portal successfully.

However, when I access Microsoft for Startups, I see the message:

"This account can't be used for Microsoft for Startups credits."

I also checked Azure Portal -> Subscriptions and there are currently 0 subscriptions associated with my account.

Additionally, when I attempted to create a new Microsoft account using my startup email address (******@shop4u.bd), Microsoft blocked the account creation and displayed:

"We have detected some unusual activity and have blocked the creation of this account."

I would like to know:

Why is my current Microsoft account not eligible for Microsoft for Startups credits?

Is this Microsoft account associated with any previous Azure free trial, Azure subscription, or Founders Hub application?

What steps are required to become eligible for Microsoft for Startups Founders Hub credits?

Is there any restriction on my Microsoft account that is preventing me from applying?

Thank you for your assistance.

Hi @Farid Ahmed

Thank you for reaching us regarding the issue that Microsoft for Startups credits are tied to specific eligibility rules and activation flow, and eligibility can fail if your Microsoft account doesn’t meet the “new Azure customer” requirement or if the account/account type can’t be used for the offer.

Why you’re seeing “This account can't be used for Microsoft for Startups credits”

From the docs, there are two different startup credit programs:

Azure for Startups ($1K–$5K) To qualify, you must be a new Azure customer with no prior Azure account, and you must sign up/sign in using a valid personal Microsoft Account (MSA).

Microsoft for Startups Investor Offer (formerly Founders Hub) ($100K, with potential to earn more) This is a separate program where accepted startups are assigned a level and receive credits accordingly. Credits are provided through the Startups portal flow.

Your symptoms strongly suggest your current Microsoft account is being flagged as not eligible for the specific offer flow, which can happen when eligibility checks detect prior Azure-related activity or other account-related constraints.

“0 subscriptions in Azure portal” doesn’t necessarily mean “new Azure customer”

The Azure for Startups eligibility explicitly requires no prior Azure account. The doc doesn’t define whether that’s strictly “no active subscriptions” vs. “no prior Azure account creation/engagement.” So even if you see 0 subscriptions right now, the account could still have an existing Azure account history that fails the “new Azure customer” check.

What steps are required to become eligible:

From the docs, the recommended path is to ensure you go through the correct program’s activation steps:

If you’re applying for Microsoft for Startups Investor Offer (Founders Hub)

  1. Apply via: Microsoft for Startups Investor Offer signup.
  2. After signing in to the Startups portal, redeem your Investor Referral Code (if you have one).
  3. Ensure you use the Azure subscription email when redeeming credits.
  4. Credits require activation/redeeming in the Startups portal process.

The docs also note an account-level nature: benefits are applied on an account level and can’t be shared or merged with multiple accounts (unless support handles it via a ticket).

If you intended to use Azure for Startups ($1K starter credits)

You must be:

  • A new Azure customer with no prior Azure account
  • Using a personal Microsoft Account (MSA)
  • In an available country/region for the offer

The activation flow (Azure portal) will then create the Azure account structure used to redeem the starter credits.

About your question: “Is my Microsoft account linked to previous trials/subscriptions/applications?”

The docs you provided don’t include a direct way to self-check “prior Azure account” linkage from the public side, but the observed behavior (“can’t be used for Microsoft for Startups credits” + “account creation blocked for unusual activity”) is consistent with Microsoft applying eligibility/risk rules at the account level.

Account creation blocked: “We have detected some unusual activity…”

The docs provided don’t explain the “unusual activity” block mechanism. However, it’s consistent with Microsoft preventing new account creation until the identity/risk checks pass. If the Startups portal continues to reject your account, support will likely need to review the account eligibility status.

Microsoft for Startups credits require a net-new Microsoft account with no prior Azure subscriptions attached. If the current Microsoft account has ever been used for:

    • An Azure free trial
    • Any Azure subscription (including pay-as-you-go)

then it no longer qualifies as “net new” for Startup credits, even if there are currently 0 active subscriptions visible in the Azure portal.

    From the documented guidance:

    • MSAs used for Microsoft for Startups credits must be net new and have no prior Azure subscriptions attached.

Because of this, the most common reasons for seeing a message like “This account can't be used for Microsoft for Startups credits” are:

    1. The Microsoft account was previously used to sign up for an Azure free trial or another Azure offer.
    2. The account profile or payment details match an existing Azure account (for example, same email, card, or personal details), which causes it to be treated as not new.

This also explains why Azure Portal → Subscriptions can show 0 subscriptions while the account is still considered ineligible: the eligibility check is based on historical use and account metadata, not only on currently visible subscriptions.

Regarding the blocked creation of a new Microsoft account with the startup email, that behavior is controlled by Microsoft account risk and fraud detection systems. The context provided does not include specific remediation steps for that scenario beyond general sign-up troubleshooting.

Within the available documentation, the supported steps to become eligible and proceed are:

    1. Ensure use of a net-new Microsoft account
      • Use an MSA that has never been used to create an Azure subscription or free trial.
      • The documentation explicitly states: “MSAs used for this process must be net new and have no prior Azure subscriptions attached to it.”
    2. Apply to Microsoft for Startups with that net-new account
      • Go to https://startups.microsoft.com, select Get started, and submit an application.
      • Applications are typically reviewed within three business days, and decisions are sent via email.
    3. Set up the Azure account after approval
      • Complete the 3-step Azure account creation process (profile, address, payment information) to receive the starter credits.
      • The payment card is used for verification; spending protection is enabled by default, and the card is only charged if credits are exceeded and pay-as-you-go is enabled.
    4. If activation errors occur (for example, “You aren’t eligible for an Azure subscription”)
      • Verify that the Azure account profile information (email, address, phone) and credit card details are correct.
      • Ensure there is no other Microsoft account using the same information.
      • If issues persist, contact support at https://aka.ms/startuphelp-mfs-portal as indicated in the activation FAQ.

The context does not provide tools to directly check whether a specific Microsoft account has prior Azure usage or a prior Founders Hub application, nor does it expose internal restriction flags. For such account-specific checks or if there is suspicion of an account restriction, the documented path is to submit a support request to the Microsoft for Startups Support Team via the Azure Portal program page or the startup help link so they can review the account and eligibility status.
