All prerequisites are met: - Identity validation is completed (Public Trust) - RBAC roles are correctly assigned (Owner + Artifact Signing roles) - Account provisioning state is Succeeded All certificate profile creation attempts result in: "The resource operation completed with terminal provisioning state 'Failed'" Failed profiles cannot be deleted. Please investigate backend provisioning failure for this account.
