Microsoft Teams showing video call is disabled

The issue is affecting a client firm wide and all users can't seem to make a video call even when it's 1 on 1. Nothing in the policies have changed with teams. I've cross referenced other policies of clients that are working correctly and it's identical. Opened a ticket with Microsoft but hasn't yield any results.

Has anyone else had this issue before ?

** Note the Video call does not say it's disabled by administrator** It shows " Video call is disabled"

    For a tenant-wide issue where all users see that video calls are disabled (including 1:1), the most likely cause is a Teams meeting policy that blocks IP video.

    Specifically, check the Mode for IP video and related video settings in Teams meeting policies:

    1. Go to the Teams admin center: https://admin.teams.microsoft.com/.
    2. Navigate to Meetings → Meeting policies.
