MSDN Platforms license benefits - change alternate email and msdn subscription

I have an msdn license on my work account. I had the alternate email set to my personal email, where I had activated the azure benefits (subscription).

I now need to change the alternate email to a secondary work account. I have changed the alternate email (https://my.visualstudio.com/Subscriptions?mkt=en-us), which states the following

If you’ve previously activated Azure DevOps or the monthly Azure dev/test individual credit with the account below, editing it will disconnect them. Read more about how editing your alternate account will impact your benefits.

However, that page says nothing about what happens if you edit the email address.

If I try and activate the benefits, it says I have reached the limit for the offer. If I try and transfer ownership of the msdn subscription to my work account, it tries to sign me up as a new customer and asks for credit card details.
