Based on your description, the camera appears to be functioning correctly at the device level, as it works in the native Camera app. However, Microsoft Teams seems unable to access or initialize the camera consistently.
As the workaround only resolves the issue temporarily and the issue is affecting multiple users on Lenovo E14 and E16 devices, this may point to a broader device model, camera driver, firmware, Teams cache, application conflict, security, or policy-related issue rather than an isolated device problem.
In the meantime, I recommend the following checks:
1/ Check camera permissions in Windows
- As a quick validation, please verify that Teams still has camera permission enabled in Windows under Settings > Privacy & security > Camera, as disabling/re-enabling the camera device is different from the app permission setting.

2/ Check camera selection in Teams
- Open Teams
- Go to Settings > Devices
- Confirm the correct camera is selected.

- Try making a test call to verify if the camera works.
3/ Close other apps that may be using the camera
- Please close apps such as Zoom, Webex, Skype, browsers, or the Windows Camera app.
- Then restart Teams and test again.
4/ Clear the Teams cache
- Quit Teams completely (right‑click the Teams icon in the taskbar/system tray > Quit). Press Windows + R to open Run.
- Paste this path and click OK:
%userprofile%\appdata\local\Packages\MSTeams_8wekyb3d8bbwe\LocalCache\Microsoft\MSTeams
- Delete all files and folders inside that MSTeams folder.
- Reopen Teams and test the camera again.

Additionally, since the affected devices appear to be Lenovo E14 and E16 models, please compare:
- The BIOS or firmware version, Windows build, Teams version, and any recent Lenovo, Windows, Teams, security software, or endpoint policy updates across the affected users.
- This may help identify whether the issue is related to a specific device model, driver, or recent update.
5/ Test Teams on the web
- Please try accessing Teams through a browser at https://teams.microsoft.com.
- If the camera works in Teams web but not in the desktop app, the issue may be specific to the Teams desktop client or its local cache.
- If the issue also happens on Teams web, it may be related to device permissions, browser permissions, driver, or security policy.

Since this issue is impacting multiple users in your tenant, I recommend submitting a support ticket with Microsoft Support through the Microsoft 365 Admin Center. They have access to system-level diagnostics and can investigate the problem more thoroughly. At the very least, they can provide the most effective workaround to ensure your experience remains smooth and secure.
To help with the investigation, please include the affected users’ device details, Teams version, Windows version/build, camera driver version, laptop model, whether the issue occurs in Teams desktop and/or Teams web, any error message shown in Teams, and whether the issue started after any recent Windows, Teams, driver, security software, or policy updates.
