Hello, thank you for reaching out to Microsoft Q&A.

If you're going to boot, a FAT32 boot partition format is required.

If you are using it just to store the recovery image (Non-bootable), it can be in exFAT format.

So, as per your description, it appears that you are trying to create a bootable USB that contains both a Recovery Image and use it for Recovery purposes. So, the drive needs to be formatted as FAT32 - the exFAT or NTFS won't work for booting.

You can use the Rufus tool to format the USB drive and create the recovery drive.

Let me know if you still need more help.

A 64 GB USB drive is fine for a Windows/Surface recovery image, but it must be formatted as FAT32, not exFAT.

    For Surface/Windows recovery USBs:

    • The drive must:
      • Have enough space (32 GB is enough for any Surface recovery image; 64 GB is also fine).
      • Be formatted with the FAT32 file system so the device can boot from it.
    • If the drive is currently exFAT, reformat it to FAT32 first:
      1. Connect the USB drive.
      2. Open File Explorer, right‑click the USB drive, choose Format.
      3. Set File system to FAT32 and select Start. (This erases all data on the USB.)

After that, use the Windows “Create a recovery drive” tool and/or copy the downloaded recovery image files to the USB as described in the documentation.
