I signed up for the free azure account but I am unable to setup an artifact signing option

According to the error when I try to setup Artifact signing, I am unable to do so because I am on the free tier.

My question is how do I get that to work? Do I have to sign up the the pay as you go version? Is that sufficient?

Artifact Signing cannot be used with a free, trial, or sponsored Azure subscription. A paid subscription is required.

To get Artifact Signing working:

  1. Upgrade from the free account to a paid subscription such as Pay-As-You-Go or an enterprise agreement.
  2. After the upgrade completes, sign in to the Azure portal and register the Microsoft.CodeSigning resource provider for that paid subscription.
  3. Then create an Artifact Signing account, complete identity validation, and create a certificate profile under that paid subscription.

A standard Pay-As-You-Go subscription is sufficient; no special SKU beyond a paid subscription is required.

    I converted to pay as you go and changed me from external user to internal.

    Now no matter what I try to access I get the error:

    No access

    and in the to corner
