Azure Artifact Signing profile/identity suspended despite active paid subscription — need reason and remediation

My Azure Artifact Signing identity/profile has been suspended, and I need help understanding the exact reason and remediation path.

I created an Azure Artifact Signing account for Windows code signing. The setup initially worked: I created the Artifact Signing account, completed identity verification, created a Public Trust certificate profile, and was able to successfully sign binaries locally using signtool with the Azure Code Signing dlib and metadata.json.

Shortly afterwards, the Artifact Signing identity/profile was marked as suspended. The Azure portal does not show a clear reason for the suspension, and I cannot see a remediation, appeal, revalidation, or reactivation path.

I originally raised this with Billing Support because I was concerned it might be related to subscription state, trial-to-Pay-As-You-Go migration, or billing eligibility. Billing Support have now confirmed that my subscription is active and in good standing, with no billing-related issues that would cause this behaviour. They advised that the issue is outside Billing scope and needs to be investigated by the Azure Artifact Signing technical/service team.

Important details:

Subscription is active and in good standing according to Billing Support

I only have one Azure subscription visible to me

The Artifact Signing account is linked to that same subscription

Identity verification completed successfully before the suspension

Public Trust certificate profile was created

Signing initially worked before the suspension

The issue is now blocking use of Artifact Signing for a Windows software release

I need Microsoft/Azure Artifact Signing support to confirm:

  1. Why the Artifact Signing identity/profile was suspended
  2. Whether the suspension is due to compliance, identity validation, resource state, subscription eligibility, or a backend service issue
  3. Whether the existing identity/profile/account can be reactivated
  4. If not, exactly what must be recreated: identity validation, certificate profile, Artifact Signing account, resource group, or subscription
  5. Whether there is any appeal/revalidation process available

Please advise the correct remediation path or escalate this to the Azure Artifact Signing service team. This does not appear to be a billing issue, and Billing Support have already confirmed the subscription is in good standing.
