My laptop screen is locked and gives me a tech support number to call. I have gone into task manager and ended the two browser apps but still have the message on the screen

Screen is locked and and gives me a tech support number to call. I have gone to task manager and ended the 2B browser apps. I still have the message on my screen. What do I do now?
