Uk government age verification not working

I have verified my age on my xbox account however when I go to change my privacy settings to allow me to communicate with other plays not on my friends list or try to use discord it my settings will revert back to the default of 'friends only'. I haven't been able to find any help online and wondering if anyone has had this happen.
