When trying to pair, does it give an error or does it not even appear in the Bluetooth options?
Start menu > Settings > Bluetooth and Devices > Add devices > Bluetooth > put headphones in pairing mode.
If it asks for a PIN, enter 0000?
Have you tested the earbuds on another PC or smartphone?
Search for msinfo32.exe in the search bar, take a screenshot, and post it here so we can see the correct laptop model or desktop configuration.
