The subscription and billing account are disabled due to suspicious activity or a perceived terms-of-use violation. Only Azure Support can review and potentially reverse this type of security lock.

Because the portal is looping you back to the “Solutions” page instead of letting a ticket be submitted, follow the same pattern used for other blocked/flagged subscriptions:

    1. Start from the support creation URL in the Azure portal: https://portal.azure.com/#create/Microsoft.Support (or the Contact Azure Support button shown in your billing blade).
    2. In the “What type of issue?” step, search for and select Billing.
    3. Select the affected subscription from the dropdown and choose Next.
    4. Wait several seconds for the automated “solutions” to load.
    5. Ignore all suggested solutions and look for the Create a support request or Return to support request option at the top/upper-left of the page.
    6. Click Return to support request to get back to the ticket form instead of staying on the solutions page.
    7. Fill in the required details (summary, problem type/subtype, description) and submit the request.

This path is required when an account or subscription is flagged and the portal otherwise keeps redirecting to the “Resolve issues with a disabled subscription” solution page. Once the ticket is created, the Azure security/billing team can review the flag and decide whether to reactivate the subscription.

If the subscription was disabled for non-payment or spending limit reasons instead of security, resolve any past-due balance or remove the spending limit as described in the referenced documentation. However, in a security-lock scenario like this, direct support review is still required.
